How to set volume on high, on motorola cliq?

I put my phone on vibrate then after I tried changing it to high volume it won't do anything. When I press the rocker on the left to make volume higher it says "ringer silent". I'm getting frustrated b/c when I click on "settings" and "sound" it doesn't let me choose whether I want it on silent or on high..it just stays on vibrate & I want the ringer to play but whenever I receive calls it vibrates. Please help
