New Activation For AT&T Question?

So my two year contract for my phone is ending in may. I was considering buying the Iphone 4g. However, it says that I need to sign a two year contract and new activation is required. Also a $15 data plan. I have the data plan service so that's no problem. However, I'm wondering about the new activation and what that means.
